Mohamed restructures ADTCA board

Sheikh Mohamed bin Zayed Al Nahyan, Crown Prince of Abu Dhabi and Deputy Supreme Commander of the UAE Armed Forces and Chairman of the Executive Council of the Emirate of Abu Dhabi, has issued a resolution restructuring the Board of Directors of the Abu Dhabi Tourism & Culture Authority (ADTCA) under chairmanship of Mohammed Khalifa Ahmed Al Mubarak.

The resolution also named Dr. Zaki Anwar Nusseibeh, Mohammed Ibrahim Mahmoud Al Mahmoud, Mansour Ibrahim Ahmed Al Mansouri, Dr. Ali Saleh Ali Mohammed bin Tamim, Director of General Directorate of Residence And Foreigners Affairs-Abu Dhabi, Reem Yousef Mohammed Abdullah Al Shammari, Humaid Mattar Salim Badar Al Dhaheri, Hareb Mubarak Abdullah Al Muhairi, and a representative of the Department of Economic Development, as members of the Board of Directors.


Mohammed tours UAE Armed Forces HQ

His Highness Sheikh Mohammed bin Rashid Al Maktoum, Vice President and Prime Minister of the UAE and Ruler of Dubai, today visited the General Headquarters of the UAE Armed Forces at Al Maqtaa Camp, Abu Dhabi.

He was received by Mohammed Ahmed Al Bawardi Al Falasi, Under-secretary of the Ministry of Defence, Staff Lt. General Hamad Mohammed Thani Al Rumaithi, Chief of Staff of the UAE Armed Forces and senior commanders and officers at the Ministry of Defence.

The Vice President was briefed by Lt. General Al Rumaithi about the work progress at the General Headquarters in the light of the national achievements to keep pace with challenges, changes and the latest developments.

He was accompanied during the tour by Lt. General Musbeh bin Rashid Al Fattan, Director of the office of the Vice President and Prime Minister and Ruler of Dubai, and Khalifa Saeed Suleiman, Director-General of Protocol and Hospitality Department in Dubai.

 

Khalifa grants Independence Order

President His Highness Sheikh Khalifa bin Zayed Al Nahyan has granted Ahmed Yousef Al Sadiq, outgoing Sudanese Ambassador to the UAE, the Independence Order of First Class, in appreciation to his service in the country and for his role in contributing to the development of friendship and co-operation between the UAE and Sudan in all fields.

Sheikh Abdullah bin Zayed Al Nahyan, Foreign Minister, decorated the Sudanese envoy with the Order at the Ministry's headquarters this morning.

He congratulated the ambassador for being awarded the order, wishing him success in his future tasks.

The Sudanese ambassador thanked the UAE President, commending his wise policies and significant regional and international role.

He also thanked the UAE officials, especially at the Ministry of Foreign Affairs, for the co-operation accorded to him during his service in the country, a move which, he said, had contributed to making his mission successful.

Mohammed to attend inauguration of new Suez Canal in Egypt

His Highness Sheikh Mohammed bin Rashid Al Maktoum, Vice-President and Prime Minister of UAE and Ruler of Dubai, will travel to Egypt on Thursday to attend the inauguration ceremony and the launch of new Suez Canal, Egypt.

Earlier, Dr. Sultan Ahmed Al Jaber, UAE Minister of State, said among our many brotherly neighbours, Egypt holds a special place in our hearts.

“A strong and stable Egypt is vital to the stability and strength of the whole region,” her notes, adding: “It sits at the crossroads of the Middle East and North Africa (Mena), and is a great nation with a proud history. It is Mena’s most populous country and has significant political and strategic influence.”

The UAE’s brotherly partnership with Egypt dates long back. More than 40 years ago, the late Sheikh Zayed bin Sultan Al Nahyan, the Founding Father and first President of the UAE, established ties between the UAE and Egypt – setting the fraternal tone and character for one of the UAE’s most important and collaborative bilateral relationships.

Over the years, Egypt and the UAE have worked together in many areas, with both sides benefitting from the exchange. In the early years of this relationship, Egypt sent its teachers, doctors, lawyers and engineers to support the development of the younger nation and its people.

At the same time, the UAE sent its students to study in Egypt’s well established universities. This bilateral exchange of knowledge and human capital and the vital contribution Egypt provided to the UAE’s founding period has solidified this deep fraternal bond and remains in the heart of the people of the UAE.

“Egypt has long been a trusted friend to the UAE. And so, during this period in the history of Egypt and the region, the United Arab Emirates and the Arab Republic of Egypt have signed a memorandum of understanding that outlines a development programme for Egypt,” Al Jaber announced in March when the UAE signed a historic agreement with Egypt to build a new administrative and business capital for that country at a cost of 150 billion Egyptian pounds (Dh72.25 billion)..

“We are helping Egypt to rebuild, reinvigorate and regain its rightful place as a regional powerhouse and linchpin of stability and economic development for our part of the world,” Al Jaber said.

The UAE-Egypt relationship is based on principles grounded in the consciousness of the UAE as a Nation and in a legacy taken forward by the UAE leadership.

Egypt’s economy is a vital component of the regions development and stability. Egypt sits at the heart of the region, geographically, demographically, culturally, economically and politically.

Scope and Scale of UAE Engagement

The UAE is providing Egypt with both financial and operational resources across a wide range of social and economic development programs, and through technical assistance to help develop the country’s economic development plan.

This includes on-the-ground grant based social development and infrastructure projects, such as the construction of housing units, healthcare centres, grain silos and wastewater treatment facilities.

“The urgency to deliver quick, real and tangible result to average Egyptians, led the UAE, alongside Egypt to initiate a unique hands-on model of foreign assistance,” Al Jaber noted.

900,000 New Jobs. The UAE development and infrastructure projects will positively impact 8 million Egyptians and create 900,000 new jobs

50,016 Houses. Spending $1.5 billion to construct 50,016 new housing units for families across Egypt, which will house 300,000 Egyptians. These are new communities that have their own mosques, shops, recreation space and childcare facilities.

100 Schools. Building 100 schools with 1,668 classrooms across 18 governorates to serve 67,000 students. The UAE has also partnered with the Egyptian government to establish a vocational training and placement program for 100,000 Egyptians.

1.5 Million Tonnes. Renovating or constructing 25 wheat silos with a total capacity of 1.5 million tons, thereby doubling Egypt’s wheat storage capacity

78 Healthcare Clinics. Constructing 78 fully equipped family healthcare clinics in 23 governorates to serve 780,000 people in 78 remote villages. I addition, the UAE is developing 136 water treatment plants to benefit 1.7 million people in the country.

30,275 Solar Homes. Providing solar energy for 30,275 homes in 70 villages. The UAE is a global leader in conventional and renewable energy development and implementation. The UAE’s Egypt projects include building new solar power generators, and extending power supply to 70 rural villages. These efforts will cut the amount of fuel consumed to power small diesel generators by 19 million litres a year and will reduce CO2 emissions by 53,000 tonnes a year.

 “We understood that foreign assistance as conventionally practiced would not serve our ambitious goals. Working closely with the UAE embassy in Egypt, we have mobilised a highly skilled team that are based in Egypt and the UAE,” said Al Jaber.

“By being on the ground in Cairo, our team is able to work closely with our Egyptian partners to ensure we accomplish our target goals and fulfil our promises to the government and people of Egypt,” the minister said.

Mohammed attends celebrations of new Suez Canal inauguration

His Highness Sheikh Mohammed bin Rashid Al Maktoum, Vice President and Prime Minister of UAE and Ruler of Dubai, led a high-level delegation to the ceremony held in Egypt today to celebrate the inauguration of the new Suez Canal.

The ceremony, also attended by a number of world leaders, saw Egyptian President, Abdel Fattah el-Sisi, officially ordering the start of navigation in the new canal which was built in a record one year’s time.

Sheikh Mohammed congratulated President el-Sisi on this achievement.

The delegation accompanying Sheikh Mohammed included Lt. General Sheikh Saif bin Zayed Al Nahyan, Deputy Prime Minister and Minister of the Interior; Sheikh Abdullah bin Zayed Al Nahyan, Foreign Minister; Dr. Sultan bin Ahmed Sultan Al Jaber, Minister of State and Chairman of the Co-ordination Office of the UAE Development Projects in Egypt; Lt. Egyptian President Abdel Fattah el-Sisi signed a charter today in a ceremony to mark the inauguration of the new Suez Canal in the presence of His Highness Sheikh Mohammed bin Rashid Al Maktoum and his accompanying delegation, along with a number of Their Majesties Kings, Presidents, Emirs and other world leaders.

Egyptian President thanked the world leaders for their participation in the inauguration ceremony, saying that "Egypt offers to the world a gift for development and construction."

He stressed that Egypt completed the canal project, which is the first step in a series of others to come, "under critical circumstances," commending the Engineering Authority, the Suez Canal Authority, Contracting companies and the Consortium of Dredging Companies, which contributed to the success of this feat.

President el-Sisi added, "The launch of maritime traffic in the channel highlights the goal sought by Egypt to achieve security and stability in a democratic state."

He said that Egypt engaged the most serious terrorist thought, adding that "If it continued, it would burn the earth and the world," stressing that "we are winning the war on terror by insisting to live." El Sisi said, "Egypt's young people are capable to innovate and deliver."

President el-Sisi underscored that "this nation deserves a lot from us. If people are able to dream, then they are capable to deliver."

He then gave the signal to start the Suez Canal, saying, "In the name of God the Merciful and on behalf of the great people of Egypt, we Abdel Fattah el-Sisi. President of the Arab Republic of Egypt, we give instructions to start the new Suez Canal."

The documentary film was screened. It showed the drilling stages of the new canal since the announcement of the start by the Egyptian president a year ago. The efforts continued day and night to accomplish the new canal, which is Egypt's gift to the world.

Egyptian Air Force performed aerial show with the participation of Rafale and F-16 aircraft, while the governorates of Egypt's presented the popular artistic heritage- each governorate presented a painting rich with themes of originality and mixed with joy.

The project aims to increase Egypt's national income of hard currency. It will reduce the transit time to 11 hours instead of 18 hours, as well as reduce the cost of the voyage.

The Egyptian authorities expect the Suez Canal revenues will increase by 259% in 2023 to $13.2 billion, compared to current $ 5.3 billion.

Mohamed receives Indian PM's note

Sheikh Mohamed bin Zayed Al Nahyan, Crown Prince of Abu Dhabi and Deputy Supreme Commander of the UAE Armed Forces, has received a letter from Indian Prime Minister Narendra Modi, focusing on expanding bilateral ties.

The note was delivered to Sheikh Abdullah bin Zayed Al Nahyan, Foreign Minister, by visiting Foreign Secretary at the Indian Ministry of External Affairs Subrahmanyam Jaishankar, during a meeting at the Ministry of Foreign Affairs today (Sunday).

Sheikh Abdullah and Jaishankar discussed various means of bolstering joint cooperation in all fields in a manner that serves the mutual interests of both countries. They also exchanged views on the latest regional and international events and developments.

Also, Reem bint Ibrahim Al Hashemi, Minister of State, and Mohammed Mir Al Raisi, Undersecretary, Ministry of Foreign Affairs, attended the meeting.
 

Mohammed condoles martyrs' families

His Highness Sheikh Mohammed bin Rashid Al Maktoum, Vice-President and Prime Minister of the UAE and Ruler of Dubai, offered his condolences today to the families of three Emirati soldiers martyred while performing their national duty, as part of the UAE forces in Operation Restoring Hope, led by Saudi Arabia, to restore the legitimate government in Yemen.

While visiting the family residences of martyrs First Corporal Khalid Mohammed Abdullah Al Shehhi and First Corporal Fahim Saeed Ahmed Al Habsi, Sheikh Mohammed offered his condolences to the children, brothers and relatives of the two martyrs.

He prayed to Almighty Allah to bestow His mercy on them, grant them rest in eternal peace among the martyrs, and to grant their families patience and fortitude to bear the loss.

Mohamed visits families of martyrs

Sheikh Mohamed bin Zayed Al Nahyan, Crown Prince of Abu Dhabi and Deputy Supreme Commander of the UAE Armed Forces, today visited the family residences here of martyrs Khalid Mohamed Abdullah Al Shehhi and Fahim Saeed Ahmed Al Habsi, who died while performing their national duty as part of the Arab Coalition's 'Operation Restoring Hope' in support of the Yemeni people and their legitimate government.

Sheikh Mohammed extended condolences to the families of the two martyrs.

He said words were not enough to give the martyrs the tribute they deserve.

"Our martyrs carved their names in the nation's memory and in the hearts of all Emiratis while performing their national and humanitarian duties," he added.

Sheikh Mohamed also said that the UAE will remain committed to supporting Arab brethren and confronting all threats to the sovereignty and security of Arab nations.

"The heroic sacrifices of our martyrs, sends a strong message that we will never compromise when it comes to the security and stability of our nation and of our brotherly nations. We will stand firm in the face of conspiracies, threats and challenges posed at us," he said.

"We are proud of the mothers, fathers and families of the martyrs who all held their heads high, showed their love and loyalty to their country and symbolised the strong bonds between the Emirati people and their leadership," he added.

Mohammed: A wise nation values man

His Highness Sheikh Mohammed bin Rashid Al Maktoum, Vice-President and Prime Minister of the UAE and Ruler of Dubai, stressed that a wise nation believes in human abilities, skills and creative ideas.

Sheikh Mohammed’s statements was posted on his official twitter account commenting on the results of a new report by the professional networking site, LinkedIn, which has 380 million members.

Sheikh Mohammed also added that the report reveals that the UAE is the most popular work destination for professionals.

The UAE has attracted more professional talents topping countries as such as Singapore, Switzerland and Canada.

The UAE has been revealed as the global leader in attracting talent for the second consecutive year.

According to the study, India is the leading source of professional talent coming to the UAE representing 28 per cent, with the UK, Pakistan, US, and Qatar making up the top five.

Other Gulf nations contributed a combined 11 per cent of members who moved to the UAE.

The top sectors for talent moving into the UAE in 2014 were professional services, architectural and engineering, financial services and insurance, technology (software), and retail and consumer products, while the most common occupations were salespeople, marketing specialists, project managers, corporate finance specialists, accountants, consultants, and mechanical engineers.

Maktoum condoles martyr family

Sheikh Maktoum bin Mohammed bin Rashid Al Maktoum, Deputy Ruler of Dubai, offered his condolences to the family of martyr Abdul Rahman Ibrahim Eissa Al Baloushi, who died when the car he was in overturned in Saudi Arabia, where he was taking part in the Saudi-led Arab Coalition's Operation Restoring Hope in Yemen.

Sheikh Maktoum, who offered his deepest condolences and sympathy during a visit to the family residence in Dubai, said: “Sacrifices made by the UAE’s loyal citizens to avert danger and preserve the security and safety of our Arab communities from any threat is a source of pride to every Emirati. These precious sacrifices will remain a clear witness to the UAE's firm commitment to defend our fellows and provide a strong testimony to the heroism of the UAE citizen who never hesitates to answer the call of duty and offer his soul in defence of his nation's values and achievements.''

He prayed to Allah Almighty to bestow His mercy upon the martyr and grant his family the patience and solace to bear the loss.

Mohamed, India's PM discuss bilateral ties and regional developments

Sheikh Mohamed bin Zayed Al Nahyan, Crown Prince of Abu Dhabi and Deputy Supreme Commander of the UAE Armed Forces, and India's Prime Minister, Narendra Modi, held today talks about ways to enhance bilateral ties of friendship and cooperation and exchanged views on a variety of regional and international issues of mutual interest.

Sheikh Mohamed welcomed the Indian Prime Minister and his accompanying delegation, expressing his delight at the visit, which, he said, comes within the context of the distinguished historic, friendly bilateral ties whose foundation was laid down by the late founding father, Sheikh Zayed bin Sultan Al Nahyan based on mutual trust, close friendship and mutual interests which, in turn, culminated into a strong partnership.

''The UAE, under the leadership of  President His Highness Sheikh Khalifa bin Zayed Al Nahyan, is pursuing and promoting Sheikh Zayed's approach through diversified, excellent ties that serve all economic, developmental, trade, cultural and political sectors,'' Sheikh Mohamed said, emphasising the UAE's keenness to further broaden its scope of joint cooperation with the friendly Republic of India in various fields, given India's important status and role in the international scene and for its industrial and technological progress.

Sheikh Mohamed said the UAE was looking forward to scale friendly bilateral ties to new ambitious heights at all levels.

The Crown Prince of Abu Dhabi affirmed the UAE's commitment to promoting the values of tolerance, coexistence, fostering understanding, dialogue and openness to other cultures and seeking inter-nation rapprochement and cooperation.

India, he stressed, has a key role and displays consistent dynamism towards international issues and the UAE would like to see India continuously engage with the international community  in order to solve many  problems that are significant to security, stability and development of the region. 

The talks also tackled avenues of joint cooperation that serve mutual strategic interests and took stock of progress in areas of bilateral cooperation as well as means to further expand it.

Sheikh Mohamed highly valued the contributions of the resident Indian community to the development of many sectors in the UAE.

''The Indian community has made significant contributions in the process of building the country and development that the UAE is witnessing. It is a natural extension of age old bonds between the Indian subcontinent and the Arabian Gulf.''

Sheikh Mohamed welcomed efforts aimed at activating and taking joint economic and investment partnership to new sectors and strengthening strategic bonds, particularly in political  domain, to realise the welfare of the two countries and their people.

General Sheikh Mohamed bin Zayed Al Nahyan, Crown Prince of Abu Dhabi and Deputy Supreme Commander of the UAE Armed Forces, received India's Prime Minister, Narendra Modi, at the Emirates Palace on Monday, as part of his two-day state visit to the UAE.

The two sides discussed ways to enhance bilateral ties and exchanged views on a variety of regional and international issues and developments of mutual interest.

Following the meeting, Sheikh Mohamed bin Zayed hosted a lunch banquet in honour of the Indian Prime Minister, during which they talked about means to scale bilateral ties of friendship and co-operation to new heights of joint action, and build a strong partnership based on solid bases of mutual interests of the friendly nations.

Modi's visit is aimed at bolstering the important and friendly ties between the UAE and India and advancing their strategic prospects buoyed by an intensive, inclusive and ambitious programme of action in political, investment and technological spheres.

UAE, India issue joint statement

Following is the India-UAE Joint Statement issued at the end of the two-day state visit made by Prime Minister of India Shri Narendra Modi to the UAE.

Prime Minister of India Shri Narendra Modi visited the UAE from August 16-17, 2015 at the invitation of General Sheikh Mohamed bin Zayed Al Nahyan, Crown Prince of Abu Dhabi and Deputy Supreme Commander of the UAE Armed Forces.

2.    The visit of an Indian Prime Minister to UAE after 34 years marks the beginning of a new and comprehensive strategic partnership between India and UAE in a world of multiple transitions and changing opportunities and challenges.

3.     In recent decades, UAE's economic progress has been one of the global success stories, transforming the nation into a regional leader and a thriving international centre that attracts people and business from across the world. India has emerged as one of the major world powers, contributing to the advancement of global peace and stability. India's rapid growth and modernisation, along with its talented human resources and large markets, make it one of the anchors of the global economy.  The dynamism of the two countries have translated into a rapidly expanding economic partnership, making India UAE's second largest trading partner; and UAE not only India's third largest trading partner, but also India's gateway to the region and beyond.

4.     India and UAE share centuries-old ties of commerce, culture and kinship. Today, the Indian community of over 2.5 million is a major part of UAE's vibrant society and its economic success. It also makes a significant economic contribution to India and constitutes an indelible human bond of friendship between the two nations.

5.    An extensive framework of agreements, including economic, defence, security, law enforcement, culture, consular and people-to-people contacts constitute solid bedrock for elevating bilateral cooperation across the full spectrum of our relationship.

6.    Today, as India accelerates economic reforms and improves its investment and business environment, and UAE becomes an increasingly advanced and diversified economy, the two countries have the potential to build a transformative economic partnership, not only for sustained prosperity of their two countries, but to also advance progress in the region and help realise the vision of an Asian century.

7.    Yet, their common vision of progress and prosperity faces challenges from many shared threats to peace, stability and security in the region.  A shared endeavour to address these challenges, based on common ideals and convergent interests, is vital for the future of the two countries and their region.

8.    UAE is at the heart of the Gulf and West Asia region and its major economic hub. India, with seven million citizens in the Gulf, also has major energy, trade and investment interests in the region. The two nations also share a commitment to openness, peaceful coexistence and social harmony that are based on their cultural traditions, spiritual values and shared heritage. UAE is a shining example of a multi-cultural society. India is a nation of unparalleled diversity, religious pluralism and a composite culture.

9.    The two nations reject extremism and any link between religion and terrorism. They condemn efforts, including by states, to use religion to justify, support and sponsor terrorism against other countries. They also deplore efforts by countries to give religious and sectarian colour to political issues and disputes, including in West and South Asia, and use terrorism to pursue their aims.

10.    Proximity, history, cultural affinity, strong links between people, natural synergies, shared aspirations and common challenges create boundless potential for a natural strategic partnership between India and UAE.  Yet, in the past, relations between the two governments have not kept pace with the exponential growth in relations between their people or the promise of this partnership. However, the need for a close strategic partnership between UAE and India has never been stronger or more urgent, and its prospects more rewarding, than in these uncertain times.

11.    Today, in Abu Dhabi, Crown Prince Mohamed Bin Zayed AI Nahyan and Prime Minister Narendra Modi agreed to seize this historic moment of opportunity and shared responsibility to chart a new course in their partnership for the 21st century.  The leaders agreed on the following:

     Elevate the India-UAE relationship to a comprehensive strategic partnership.
   
     Coordinate efforts to counter radicalisation and misuse of religion by groups and countries for inciting hatred, perpetrating and justifying terrorism or pursuing political aims.  The two sides will facilitate regular exchanges of religious scholars and intellectuals and organise conferences and seminars to promote the values of peace, tolerance, inclusiveness and welfare that is inherent in all religions.
   
     Denounce and oppose terrorism in all forms and manifestations, wherever committed and by whomever, calling on all states to reject and abandon the use of terrorism against other countries, dismantle terrorism infrastructures where they exist, and bring perpetrators of terrorism to justice.
   
     Enhance cooperation in counter-terrorism operations, intelligence sharing and capacity building.
   
     Work together for the adoption of India s proposed Comprehensive convention on International Terrorism in the United Nations.
   
     Work together to control, regulate and share information on flow of funds that could have a bearing on radicalisation activities and cooperate in interdicting illegal flows and take action against concerned individuals and organizations.
   
     Strengthen cooperation in law enforcement, anti-money laundering, drug trafficking, other trans-national crimes, extradition arrangements, as well as police training.
   
     Promote cooperation in cyber security, including prevention on use of cyber for terrorism, radicalization and disturbing social harmony.
   
     Establish a dialogue between their National Security Advisors and National Security Councils. The National Security Advisors, together with other high level representatives for security from both nations, will meet every six months. The two sides will also establish points of contact between their security agencies to further improve operational cooperation.  
   
     Cooperate to strengthen maritime security in the Gulf and the Indian Ocean region, which is vital for the security and prosperity of both countries.
   
     Promote collaboration and inter-operability for humanitarian assistance and evacuation in natural disasters and conflict situations.
   
     Strengthen defence relations, including through regular exercises and training of naval, air, land and Special Forces, and in coastal defence. India warmly welcomed UAE's decision to participate in International Fleet Review in India in February 2016.
   
     Cooperate in manufacture of defence equipment in India.
   
     Work together to promote peace, reconciliation, stability, inclusiveness and cooperation in the wider South Asia, Gulf and West Asia region.
   
     Support efforts for peaceful resolution of conflicts and promote adherence to the principles of sovereignty and non-interference in the conduct of relations between nations and settlement of disputes.
   
     Call on all nations to fully respect and sincerely implement their commitments to resolve disputes bilaterally and peacefully, without resorting to violence and terrorism.

     Establish a Strategic Security Dialogue between the two governments.
   
     Recognising that India is emerging as the new frontier of investment opportunities, especially with the new initiatives by the government to facilitate trade and investment, encourage the investment institutions of UAE to raise their investments in India, including through the establishment of UAE-India Infrastructure Investment Fund, with the aim of reaching a target of $ 75 billion to support investment in India's plans for rapid expansion of next generation infrastructure, especially in railways, ports, roads, airports and industrial corridors and parks.
   
     Facilitate participation of Indian companies in infrastructure development in UAE.
   
     Promote strategic partnership in the energy sector, including through UAE's participation in India in the development of strategic petroleum reserves, upstream and downstream petroleum sectors, and collaboration in third countries.
   
     Further promote trade between the two countries, and use their respective locations and infrastructure for expanding trade in the region and beyond; and, with the target of increasing trade by 60 per cent in the next five years.
   
     Tap India's expertise in small and medium enterprises to create a vibrant industrial base in UAE, which could also be of benefit to Indian enterprises.
   
     Strengthen cooperation between UAE's increasingly sophisticated educational institutions and India's universities and higher research institutions. Promote scientific collaboration, including in the areas of renewable energy, sustainable development, arid agriculture, desert ecology, urban development and advanced healthcare.
   
     Promote cooperation in space, including in joint development and launch of satellites, ground-based infrastructure and space application. Prime Minister Modi welcomed UAE's plan to set up the West Asia's first Space Research Centre at AI Ain and plans to launch a Mars Mission in 2021.
   
     Cooperate in peaceful uses of nuclear energy including in areas like safety, health, agriculture and science and technology.
   
     The 70th anniversary of the United Nations is an occasion to press for early reforms of the United Nations, and that the Inter-Governmental Negotiations on the reforms of the UN Security Council should be concluded expeditiously. Prime Minister thanked UAE for its support for India's candidature for permanent membership of a reformed United Nations Security Council.
   
     The finalisation of the post-2015 Development Agenda with elimination of poverty by 2030 as its core objective was a welcome development.
   
     The International Conference on Climate Change in Paris in December 2015 should produce an effective agreement, which includes provision of means and technologies to developing countries to transition to clean energy.
   
     The overwhelming global response to the International Day of Yoga was a reflection of global community's ability to come together to seek a peaceful, more balanced, healthier and sustainable future for the world. Prime Minister thanked UAE for its strong support to the International Day of Yoga on June 21 this year.
   
     India and UAE were shining examples of open and multicultural societies, which should work together to promote these values for a peaceful and inclusive global community. India and UAE will also enhance cultural and sports exchanges in each other's countries.
   
     People-to-people were at the heart of India-UAE relations and both governments will continue to nurture these relations and ensure the welfare of their citizens, especially the workers, in each other's country, as also work together to prevent human trafficking.

12.Prime Minister thanked the Crown Prince of Abu Dhabi for his decision to allot land for construction of a temple in Abu Dhabi. 

13.     The Crown Prince of Abu Dhabi and the Prime Minister resolved to maintain regular summits, high level ministerial dialogue and meetings of bilateral mechanisms to realise their vision of a strong comprehensive strategic partnership. They are confident that it would play a defining role in securing a future of sustained prosperity for their people and shaping the course of their region, and also contribute to a peaceful, stable, sustainable and prosperous Asia and the world.

His Highness Sheikh Mohammed bin Rashid Al Maktoum, Vice-President and Prime Minister of the UAE and Ruler of Dubai, received at his palace in Zabeel on Monday afternoon Prime Minister of India Narendra Modi and the accompanying delegation.

Sheikh Mohammed welcomed the Prime Minister of India in the presence of Sheikh Hamdan bin Mohammed bin Rashid Al Maktoum, Crown Prince of Dubai, and Sheikh Maktoum bin Mohammed bin Rashid Al Maktoum, Deputy Ruler of Dubai. He stressed the great depth of friendship and historic cooperation between both countries and their peoples throughout the ages.

Sheikh Mohammed bin Rashid and Modi discussed ways to strengthen strategic cooperation to ensure the interests of both countries and peoples at various levels.

The Indian Prime Minister expressed confidence in the UAE leadership and people, describing the country as a friendly one, which hosts the largest Indian community on its territory. He added that the Indian community enjoys all the care and respect and its rights and freedom of belief are safeguarded. Modi referred to the policy of tolerance and equality being pursued by the UAE leadership and institutions towards all nationalities living in the Arab Muslim society characterised with harmony, affection and equality in rights and duties.

He underlined that the Indian government and people look forward to attracting UAE investments to India, especially in the area of sea and air transport, IT and space sciences sectors, citing the global level of growth of these vital sectors in the UAE. Modi called for strengthening cooperation and exchange of expertise between the UAE and India in these areas in the light of common interests.

At the end of the talks, the Prime Minister of India invited the UAE Vice President to visit India. Sheikh Mohammed accepted the invitation for the visit, which would be scheduled later.

Mohammed issues law regulating public-private sector partnership

Vice President and Prime Minister of UAE, His Highness Sheikh Mohammed bin Rashid Al Maktoum, in his capacity as the Ruler of Dubai, has issued Law No. 22 for 2015, regulating partnerships between the public and private sectors in the Emirate of Dubai.

The new law aims at encouraging the private sector to participate in the development of projects and increasing investment in different fields in a way that serves economic and social development in the Emirate of Dubai.

It also allows the government to implement its strategic projects effectively and efficiently, as well as harness financial, administrative, technical and technological expertise of the private sector.

This will also enable individuals in the community to have better access to services at less cost.

The new law also aims to increase productivity and improve the quality of public services, transfer of knowledge and experience from the private to the public sector, as well as training and qualifying Emirati public employees in the areas of management and operation of projects.

It specifies terms for partnerships between the public and private sectors as per a partnership agreement that follows the bylaws of this law. The project has to be economically, financially, technologically and socially feasible.

The law also stipulates conditions for the approval of projects. A government body’s director general or their deputy can approve a project as long as the total cost that will be incurred by the body through the partnership agreement does not exceed Dh200 million.

The Department of Finance will be responsible for approving projects that have a total cost above Dh200 million to Dh500 million.

Projects valued at more than Dh500 million will be approved by the Supreme Financial Policy Committee.

In his capacity as Ruler of Dubai, His Highness Sheikh Mohammed bin Rashid Al Maktoum, Vice-President and Prime Minister of the UAE, has issued Law No 23 of 2015 regulating the disposal of impounded vehicles in the Emirate of Dubai.

The law stipulates that the Dubai Police Commander-in-Chief shall set up a committee on disposal of the impounded vehicles with representatives from Dubai Police, Dubai Municipality, Roads and Transport Authority, Dubai Public Prosecution and other government entities as members.

Under the terms of reference, the committee is tasked with checking and evaluating the impounded vehicles and making sure, in co-ordination with the competent authorities including the judiciary, whether they were seized by any other entity.

The law authorises the committee to sell the impounded vehicles at a public auction by virtue of provisions of this law and Law No 6 of 1997 regarding contracts of government departments and procedures and rules approved by Dubai Police.

The law aims to activate the role of the Dubai Police as a central entity responsible for disposing off impounded vehicles after three months of impoundment in co-ordination and co-operation with other government competent authorities. No fees or fines shall be levied on impounded vehicles under disposal after the grace period.

Under the law, Dubai Police shall, after the expiry of the three months, notify the owner of the impounded vehicle to reclaim it and then inform the creditors to take legal procedures to guarantee their right within 30 days of the date of notification, which will be published in two local widely circulated newspapers, one in English and the other in Arabic.

If the owner and the creditors fail to take action within the 30-day notification, the Dubai Police shall compile a final list of the vehicles pending disposal and furnish it to the committee so as to hold a public auction.

The committee may also, in co-ordination with the public prosecution, sell vehicles seized for being involved in traffic and criminal incidents after three months of the closing of the traffic incident file or a court judgment.

The law also allows the owner of the impounded vehicle to reclaim it before the conclusion of the public auction provided that he pays all accrued costs, fees and fines.

The new law replaces Law No. 34 of 2008 regarding the disposal of the seized vehicles, machinery and motorcycles and its amendments and annuls any provision in other legislation that challenges its provisions.

The law is valid from the date of issuance and to be published in the Official Gazette.

Meanwhile, Major General Khamis Mattar Al Muzaina, Commander-in-Chief of Dubai Police, welcomed the law, saying Dubai Police was always keen to restore rights to their owners and preserve the value of the vehicles as impoundment of vehicles for a long time will decrease their value.

''The new law will contribute to reducing the number of seized vehicles at impoundment lots and speed up procedures for the release of vehicles,'' he said.

The Custodian of the Two Holy Mosques King Salman bin Abdulaziz Al Saud of Saudi Arabia, received at his residence in Tangier, Morocco, on Thursday, His Highness Sheikh Mohammed bin Rashid Al Maktoum, Vice-President and Prime Minister of the UAE and Ruler of Dubai, and Sheikh Mohamed bin Zayed Al Nahyan, Crown Prince of Abu Dhabi and Deputy Supreme Commander of the UAE Armed Forces and the accompanying delegation.

During the meeting, they exchanged cordial talks and reviewed fraternal relations between the two sisterly countries, in addition to the latest regional developments.

King Salman hosted a banquet in honour of the guests.

Among others present on the UAE side were Sheikh Hazza bin Zayed Al Nahyan, National Security Advisor and Deputy Chairman of Abu Dhabi Executive Council, Lt. Maktoum attends Dragon Award 2015

Sheikh Maktoum bin Mohammed bin Rashid Al Maktoum, Deputy Ruler of Dubai, attended yesterday evening the inauguration ceremony of the 10th International Dragon Award Meeting (2015 IDA Annual Meeting).

The event, which will run from August 22 to August 25 at the Dubai World Trade Centre (DWTC), was attended by Helal Saeed Almarri, Director-General of the DTCM and CEO of the Dubai World Trade Centre (DWTC), and Chang Hua, the Ambassador of China to the UAE and other dignitaries.

The ceremony commenced with the playing of national anthem.

Then followed with the screening of the short documentary film about the emirate of Dubai, International Dragon Award, and displaying of the photos of winners since the inception of the award.

The event is being held for the first time in the region.

Richard Wu, the Chairman of the Congress said, "The reason to choose Dubai is not only because it is one of the most attractive tourism destinations, but also has a state-of-the-art business and convention centre which is equipped with the latest facilities.

Mohamed arrives in Moscow

Sheikh Mohamed bin Zayed Al Nahyan, Crown Prince of Abu Dhabi and Deputy Supreme Commander of the UAE Armed Forces, arrived in Moscow on Monday on a working visit under invitation by President Vladimir Putin of Russia.

Sheikh Mohamed will attend the opening of the International Aviation and Space Salon (Maks 2015).

Sheikh Mohamed will also hold talks with President Putin on the bilateral relations between the two friendly countries, as well as regional issues.

Accompanying Sheikh Mohamed on his visit are Sheikh Hazza bin Zayed Al Nahyan, National Security Advisor and Deputy Chairman of Abu Dhabi Executive Council, Sheikh Tahnoun bin Zayed Al Nahyan, Deputy National Security Advisor, Sheikh Abdullah bin Zayed Al Nahyan, Foreign Minister and a number of officials.

 

 

Mohammed issues decree on impounding of vehicles

Vice-President and Prime Minister of the UAE, His Highness Sheikh Mohammed bin Rashid Al Maktoum, in his capacity as the Ruler of Dubai, has issued Decree No. 29 of 2015, on impounding of vehicles in the Emirate to safeguard lives and property, and to ensure traffic safety and reduce accidents.

The decree specified cases of administrative and obligatory impounding of vehicles.

Dubai police shall seize vehicles that participate in races on the road without prior permission.

They shall also impound recreational motorcycles riding on paved roads and vehicles which effect fundamental changes with the aim to increase the speed limit or loud noise while driving.

Under the terms of the Decree, Dubai Police shall seize a vehicle if the traffic fines exceed Dh6,000, or if it is being driven after the expiration of the licence for a period of three months without renewing it and without an acceptable excuse. The police can also seize a vehicle which is driven recklessly or poses a danger to others, or tries to escape from the police.

It also specified the fees for impounding of vehicles, which amount to Dh100,000 for a vehicle, which participates in a race on the road, without prior permission from the police, and Dh50,000 for a recreational motorcycle riding on a paved road.

The Decree authorises Dubai Police to auction vehicles impounded as per the provisions stipulated in Law No. 23 of 2015 on the disposition of seized vehicles in the Emirate of Dubai, if a period of not less than three months from the date of the vehicle seizure elapses without its owner taking necessary procedures to reclaim the vehicle. The Decree also states a non-national driver of a heavy-duty truck will be deported if he crosses a red light.

The Executive Council Resolution No. 3 of 2010, cancels the replacement of impounding durations of vehicles at the Dubai Police. It also repeals any provision in any other legislation that contradicts the provisions of this Decree. It shall be published in the Official Gazette and becomes effective from the date of publication.
